My name is Lillian Mbogo, a former principal secretary in the state department for youth and public affairs.
I am a proud daughter of Mutira Village, Embu County. My journey in public service spans over two decades, marked by a steadfast commitment to serving my country. From my early roles within the United Nations Development Programme (UNDP) to leading the National Economic Development and Planning Agency (NEPAD) and subsequently serving as Principal Secretary for Public Service and Youth, I have consistently strived for excellence and integrity.
My career has been dedicated to improving governance and public service delivery in Kenya. I have been at the forefront of implementing critical reforms, such as the development of the Devolution bills and the establishment of the Performance Contracting system. I am particularly proud of my role in operationalizing the Integrated Payroll and Personnel Database (IPPD) for the National Government and all counties.
While I faced significant challenges during my tenure as Principal Secretary, I am confident that the truth will prevail. My focus remains on contributing positively to Kenya’s development.
With a wealth of experience in public administration, human resources, and financial management, I am eager to continue serving the people of Kenya. My goal is to build on my past achievements and work towards a brighter future for our nation.
UNDP: Spearheaded the mobilization of development partner resources for Kenya’s Public Service Reforms through the creation of a Joint Development Partners Basket Fund.
NEPAD: Successfully led the agency and secured increased budgetary allocation from the government.
Public Service: Implemented critical reforms such as the IPPD system and streamlined the National Youth Service (NYS) operations.
